Operations

The board of directors of TSP&C is responsible for the overall operations of the Cooperative. The board (whose members are listed in the “About Us” section) meets quarterly. The board has contracted with two professional organizations to manage its day-to-day operations: Primary Insurance for Education and Heartland Risk Management.
PRIMARY INSURANCE for EDUCATION
Primary Insurance for Education was founded to provide relevant risk management and insurance products and services to Schools and Educators. All owners and principals in PIE are longtime educators with over 160 years of combined educational experience.   Steve Neece is the program manager. In this role, Steve provides direct support for the board of directors of TSP&C and provide all marketing and production activities. Mr. Neece is a former Deputy Fire Chief for the Paris Fire Department where he was in charge of purchasing, personnel, station planning and development and he holds numerous certifications in Fire Service Management. Mr. Neece served on the Chisum ISD School Board for 15 years, was an officer of the Northeast Texas Association of School Boards and served as the Region VIII representative on the TASB Board of Directors.    
HEARTLAND RISK MANAGEMENT, LLC (HRM)  
Heartland Risk Management, LLC (“HRM”) was organized as a member of the Heartland Insurance Group to focus the resources within the Heartland Insurance Group on risk management opportunities, especially those required by TSP&C. HRM provides a full range of insurance administration services for PIE and TSP&C, including:   Underwriting and issuance of coverage documents Premium collection and cash management Accounting and financial reporting Loss control Claims administration  
HRM – KEY PERSONNEL  
Jackson B. Floyd, President - Mr. Floyd has overall responsibility for all HRM functions and plays an especially important role in the negotiating and placing of reinsurance contracts. He has more than 30 years' experience in insurance management and administration for both traditional and alternative risk management organizations. He has served as executive director of the Louisiana, Tennessee, and Texas intergovernmental risk pools and as president of the Texas Workers' Compensation Insurance Fund (now Texas Mutual Insurance Company). Most recently, he was chairman and principal in a successful Texas-based managing general agency. He holds a Bachelors and Masters degree from the University of Texas at Austin, as well as the Associate in Risk Management Designation from the Insurance Institute of America.  

Rod Bouffard, CFO – Mr. Bouffard has more than 30 years' of experience in accounting, auditing, finance, and financial administration. He was the first chief financial officer of the Texas Workers' Compensation Insurance Fund (now Texas Mutual Insurance Company), and has served in similar posts for the Texas Municipal League Intergovernmental Risk Pool and the City of Lubbock. He serves as the chief financial officer for each member of the holding company system. He is responsible for all accounting and financial reporting for members of the group. Mr. Bouffard also coordinates the facilities, equipment, systems, and other resources of the group for the benefit of individual member companies. He holds a BBA degree in management from New Mexico State University and a BS in accounting from the College of Santa Fe.

Charles D. Maples, Underwriting - Mr. Maples serves as director of underwriting for the Heartland Insurance Group. He has been associated with property and casualty companies and managing general agencies for over 30 years, including three years as Senior Vice President of Insurance Services for the Texas Workers Compensation Insurance Fund (now the Texas Mutual Insurance Company). Mr. Maples has extensive experience in commercial lines, including underwriting and rating multi-peril commercial policies, commercial auto, liability, and workers' compensation policies. As director of underwriting, Mr. Maples is responsible for the overall administration of the Heartland's underwriting practices. He is a 1969 graduate of North Texas State University.  
Michael Redman, Loss Control - Mr. Redman has over 20 years' experience in safety, occupational health, and workers' compensation claims management in the private and public sectors. He is the owner and executive director of Texas Health Direct Inc., and has worked with the Texas Workers' Compensation Insurance Fund (now the Texas Mutual Insurance Company), Abbott Laboratories, and Allied Signal. He was the Senior Vice President for Claims and Loss Control at the Texas Workers' Compensation Insurance Fund. He is a graduate of Davis & Elkins College and holds a masters degree in safety engineering from West Virginia University.  

Cari Ledesma, Program Manager - Ms. Ledesma serves as the program manager for the Texas Schools Cooperative Property & Casualty Intergovernmental Risk Pool. In that role, she is responsible for coordinating the delivery of insurance functions benefiting members of the Cooperative, including marketing, member relations, vendor relations and claims administration. She also assists in underwriting, the development of school safety programs and the procurement of reinsurance. Ms. Ledesma is a licensed claims adjuster and also functions in important risk management roles. A graduate of Texas A&M University, she originally joined the company as an auto physical damage adjuster after two years as an adjuster for the Progressive Insurance Company. She is a member of the Association of Governmental Risk Pools.  

David Floyd, Internal Counsel - Mr. Floyd has been a licensed attorney in Texas since 2003. He joined the staff of Heartland Risk Management in 2006, where he currently works with litigation management, the management of coverage programs, company operations, legislative research and analysis, and business development. Prior to joining the staff of HRM, Mr. Floyd worked as an associate attorney in an Austin law firm which specializes in insurance and workers compensation defense, as well as subrogation. Mr. Floyd has also served as an Assistant Attorney General in Texas . He graduated with a Bachelors degree from the University of Texas in 1998 and was a member of Phi Delta Phi, the legal honor fraternity, during law school at Washington & Lee University. Mr. Floyd is a member of the State Bar of Texas, the Austin Bar Association, the Austin Young Lawyers Association, and the Association of Government Risk Pools.
CLAIMS ADMINISTRATION AND LOSS CONTROL  
HRM provides 24/7 claims reporting capability with toll free telephone lines and online claims reporting from the TSP&C website.
Large Claim Committee
HRM has a large claim committee that meets monthly (or as necessary) to provide general oversight and direction for the handling of any claim with a value of $25,000 or more.  
Claims Information Systems
In carrying out its functions, the claims staff has access to state of the art claims information and management systems. HRM contracts with EQISS to provide ASP services for all insurance administration functions, including claims management.
Loss Control
HRM emphasizes loss control services to the members of intergovernmental risk pools as a most important “value added” Service. We believe TSP&C has a unique opportunity and a special obligation (akin to its sine qua non) to be effective with loss control services. HRM as a service provider has an obligation to respond to this opportunity by organizing and offering the best available loss control services. Approximately 20% of the administration fees earned by HRM will be allocated to loss control and prevention and safety programs.
