Intergovernmental Risk Pool?”
TSP&C is a risk retention pool formed under Texas law that permits any two or more school districts to join together in a form of “self-insurance.”
Is TSP&C the same as an insurance company?
No. TSP&C operates much like an insurance company, but it is owned by its members and is responsible ultimately only to its member school districts.
What are TSP&C's specific “risk management” functions?
TSP&C provides coverage for standard property and casualty and workers compensation risks that most school districts require and many purchase from commercial insurers. TSP&C also focuses on loss prevention and control and works closely with its members to minimize losses and risk management costs.
How is TSP&C different from an insurance company?
TSP&C is an instrument of public school districts (i.e., of local government) and is regulated by its members; it is not subject to regulation by the Texas Department of Insurance.
Why would a school district elect to join TSP&C?
TSP&C offers a very efficient method of risk management. Its coverages are specifically tailored to the needs of school districts, it is well secured, and it returns to its member districts any funds not absolutely necessary to meet its claims and operating expenses.
What is each member district's ultimate liability for losses?
Each member district is ultimately responsible for its annual contribution (or premium) and – in the unlikely event that TSP&C ceased doing business – for any unpaid claims remaining that were generated from the school district itself.
Are member districts subject to any assessment?
No member district is subject to any involuntary assessment.
Who are TSP&C's current member school districts and when did they join?
TSP&C began operations on September 1, 2003, with seven school district members. TSP&C is actively in the market and expects to add members on a regular basis throughout the year. A list of all members is available any time from TSP&C.
