Texas Schools Property & Casualty Cooperative Intergovernmental Risk Pool (“TSP&C”) is a school service oriented self-funded and self-governed risk pool. This pool is administered by a seasoned group of insurance professionals and school superintendents with a focus on providing affordable, quality, risk management tools and insurance products to Texas school districts. Exceptional service combined with a quality product creates a partnership between school leaders and TSP&C that establishes the Cooperative as an insurance partner of first resort.
TSP&C was organized in April of 2002, pursuant to Texas law authorizing two or more political subdivisions to contract among themselves to provide any function of government (including self-insurance) that each may provide alone. All of the intergovernmental risk pools created pursuant to this statute are forms of risk retention. Each risk pool represents a sharing of certain risks among the participating entities. Thus, each risk pool may establish and adopt the coverage documents that are tailored to the requirements of its members, and each may establish rates that are designed to ensure that adequate cash will always be on hand to pay losses, net of reinsurance. Most successful intergovernmental risk pools elect to maintain invested cash balances at reasonable levels and secure the risk of large losses through quality re-insurance. TSP&C is committed to maintain cash balances sufficient to cover claims obligations and maintain ‘A’ rated re-insurance at levels to ensure security. TSP&C provides its member districts access to products and risk management services specific to their needs and priced based on their own experience with the benefit of volume purchasing thru the cooperative.

Security Offered by TSP&C
The TSP&C program is designed to protect the integrity of the pool and its operations. TSP&C benefits from the protection of Texas law, the strength of its own organizing document, the financing of a Capital Security Fund, and quality re-insurance from ‘A’ rated Premiere Insurance Companies. These factors very effectively secure the ultimate operations of the enterprise.
